Les mauvaises performances françaises à l'exportation: La compétitivité prix est-elle coupable ?

Abstract

Le déclin des parts de marché mondiales de la France relativement à son partenaire le plus proche, l'Allemagne, ne semble pas pouvoir être expliqué par une dégradation de la compétitivité prix. Le même constat peut être dressé pour le Royaume-Uni, alors que les effets prix ont un rôle plus important pour l'Espagne et l'Italie. La performance allemande à l'export s'illustre principalement par une croissance des ventes plus élevée sur chaque marché depuis le début des années 2000. La demande adressée à chaque pays, compte tenu de leur positionnement sectoriel et géographique, ne permet pas d'expliquer cette tendance. Nos estimations réalisées à partir de données fines de commerce permettent de mettre en évidence que les facteurs hors-prix, c'est-à-dire la "qualité" des exportations, expliquent une grande partie des différentiels de compétitivité entre pays européens. Nous discutons en conclusion les sources potentielles du meilleur positionnement "hors prix" de l'Allemagne.
