Rückholung von Pendlern als Lösung für das ostdeutsche Fachkräfteproblem?

Abstract

Aufgrund der absehbaren demographischen Entwicklung wird in Ostdeutschland der Arbeitskräftemangel in den kommenden Jahren weiter zunehmen. Für eine Verbesserung des regionalen Arbeitskräfteangebots wird neben der Rückkehr von nach Westdeutschland abgewanderten Personen auch die Möglichkeit diskutiert, ostdeutsche Pendler aus den westdeutschen Bundesländern „zurückzuholen“. Im vorliegenden Beitrag werden die Auspendlerströme von Ost- nach Westdeutschland in den einzelnen ostdeutschen Bundesländern und auf Ebene der Landkreise betrachtet. Es zeigt sich, dass dieses Potenzial stark überschätzt wird. Der Anteil der Auspendler nach Westdeutschland an allen sozialversicherungspflichtigen Beschäftigten mit Wohnort in Ostdeutschland beläuft sich nur auf 6,6 % im Jahr 2017. Zur Lösung des drohenden Arbeitskräfteproblems in Ostdeutschland wird man kaum auf die betrachteten Personengruppen zurückgreifen können.
