Finanzströme im Bundesstaat – Grundlagen für eine Föderalismusreform III in Deutschland

Abstract

Nach der Reform ist vor der Reform. Es ist mittlerweile unbestritten, dass es nach Abschluss der Föderalis - musreform II im Jahr 2009 einen weiteren Anlauf zur Reform der bundesstaatlichen Finanzordnung geben wird. Ausgehend von der These, dass es im Bundesstaat zwangsläufig ein Geflecht an vertikalen und horizontalen Finanzströmen gibt, wird zunächst auf das vermeintliche Kernproblem des bundes staat - lichen Finanzausgleichs, den Länderfinanzausgleich i. e. S., eingegangen. Allein im Finanzausgleichs - gesetz sind jedoch weitere Finanzströme mit erheblichen Finanzvolumen geregelt. Darüber hinaus lässt sich zeigen, dass die Aktivitäten des öffentlichen Sektors in Deutschland durch zahlreiche weitere Finanzstromsysteme ermöglicht werden, weshalb bei Reformdebatten letztlich das Gesamtsystem stets in den Blick genommen werden sollte.
