Abstract

Auf dem Weg in die Europäische Union haben die mittel- und osteuropäischen Länder einen beachtlichen Reformprozess durchlaufen, um die an sie gestellten Anforderungen hinsichtlich der Aufnahme zu erfüllen. In diesem Beitrag wird deutlich gemacht, dass sich die institutionellen Rahmenbedingungen in den alten und neuen EU-Mitgliedsländern nur langsam annähern, denn nach wie vor bestehen erhebliche Unterschiede in der Effizienz des öffentlichen Sektors.
