Gains d'efficience dans la gestion de zones humides estuariennes par des associations syndicales de propriétaires

Abstract

Wetlands in the Gironde estuary are both managed by public authorities with watershed intercommunal unions (Sibv) and private decision makers with landowner unions (Asp). Public decision maker aims at looking for a better economic efficiency in wetland management through the merger of several Sibvs. This paper analyses the conditions under which the merger of Asp at the same scale of Sibv can create efficiency gains in terms of cost management. Results show that sharing conflicts over these gains between the wetland-owners can prevent the formation of Asp unions.
