Une analyse des multiplicateurs budgétaires : quelles leçons pour les pays en développement et émergents ?

Abstract

In response to the recent financial crisis, many governments adopted fiscal stabilization policies, whose multiplier effects generated considerable interest in academia and among policy makers. After a brief review of the foundations of fiscal multipliers, the paper presents the methods used to measure multipliers and the results that often depend on the position in the economic cycle, the state of public finances, monetary policy and characteristics of economies. Although most analysis are related to developed countries, it is possible to draw lessons for developing and emerging economies.
