Súkromné Vojenské Spoločnosti – Rastúci A Silnejúci Neštátni Aktéri Vo Sfére Vojenstva A Bezpečnosti

Abstract

Sektor služieb poskytovaných súkromnými vojenskými spoločnosťami predstavuje v 21. storočí jednu z najlukratívnejších a najdynamickejšie sa rozvíjajúcich oblastí, a to nielen vo sfére vojenstva a bezpečnosti, ale aj vo sfére ekonomiky. Kým v deväťdesiatych rokoch minulého storočia bolo možné stretnúť sa s týmto slovným spojením naozaj len výnimočne a súkromné vojenské spoločnosti existovali len vo veľmi malom počte krajín, pričom ich obrat predstavoval len niekoľko desiatok až stoviek tisíc amerických dolárov, tak v prvej polovici druhej dekády nového milénia sa s ním stretávame oveľa častejšie. Tieto spoločnosti dnes vyvíjajú aktivity vo viac ako stovke krajín po celom svete a objem ich zákaziek dosahuje niekoľko stoviek miliárd dolárov ročne. Postupne sa z nich stávajú čoraz silnejší (neštátni) aktéri vo sfére vojenstva a medzinárodnej bezpečnosti. Čo sú vlastne súkromné vojenské spoločnosti? Aká je ich definícia alebo typológia? Aké sú pozitíva a negatíva ich pôsobenia? To všetko sú otázky, ktoré rieši autor článku v rámci jeho výskumu privatizácie vojenstva a bezpečnosti.
