Input–output analysis of the Ukraine war: A tool for assessing the internal territorial impacts of the conflict

Abstract

The Russian invasion of Ukraine on February 24, 2022, scaled up the ongoing conflict in Donbas beyond its regional borders, hindering and halting different aspects of economic life. Considering the internal geography of Ukraine's economic structure, the damage to physical infrastructure and supply chain disruption are likely to propagate to other parts of the country through an intricate plot of production and income linkages. From a disaggregated analysis of multiregional and multisectoral linkages, this article offers a systematic, integrated account of the structural linkages that allows modeling spillovers from one Ukrainian region to another. This approach breaks new ground by highlighting the internal economic effects of the conflict in Ukraine. We develop an interregional input–output system for Ukraine, providing the numerical basis for developing analytical frameworks to support knowledge‐building in the recovery process of distressed territories during the postwar period. We offer this database to the international scientific community to support modeling projects focusing on structural features of the Ukrainian economy. As shown in our illustrative exercises, understanding the structure of intersectoral and interregional linkages is critical to better understanding the propagation of exogenous shocks to the economy. La invasión rusa de Ucrania el 24 de febrero de 2022 amplió el conflicto en curso en Dombás más allá de sus fronteras regionales, obstaculizando y frenando diferentes aspectos de la vida económica. Teniendo en cuenta la geografía interna de la estructura económica de Ucrania, es probable que los daños a la infraestructura física y la interrupción de las cadenas de suministro se propaguen a otras partes del país a través de una intrincada trama de vínculos de producción e ingresos. A partir de un análisis desagregado de los vínculos multirregionales y multisectoriales, este artículo ofrece una descripción sistemática e integrada de los vínculos estructurales que permite modelizar los spillovers de una región ucraniana a otra. Este enfoque abre nuevos caminos al poner de relieve los efectos económicos internos del conflicto en Ucrania. El estudio desarrolla un sistema interregional de insumo‐producto para Ucrania, que proporciona la base numérica para desarrollar marcos analíticos que apoyen la creación de conocimiento en el proceso de recuperación de territorios en dificultades durante la posguerra. Esta base de datos se ofrece a la comunidad científica internacional con el fin de apoyar proyectos de modelización centrados en las características estructurales de la economía ucraniana. Como se muestra en los ejercicios ilustrativos, comprender la estructura de los vínculos intersectoriales e interregionales es fundamental para entender mejor la propagación de las perturbaciones exógenas a la economía. 2022年2月24日のロシアによるウクライナ侵攻により、進行中であったドンバス戦争の規模はその境界地域を越えて拡大し、経済生活の様々な側面が妨げられ、停止させられている。ウクライナの経済構造の内的地理を考慮すると、物理インフラへの被害とサプライチェーンの混乱は、生産と所得のつながりの複雑なプロットを通じて国内の他の地域にも広がる可能性が高い。本稿では、多地域間および多分野間のつながりの非集計分析を行い、ウクライナにおけるある地域から他の地域への波及効果のモデル化を可能にする構造的なつながりについて、体系的かつ統合的に説明する。このアプローチは、ウクライナ紛争が経済に及ぼす内的な影響を強調することにより、新境地を開く。ウクライナのための地域間の産業連関システムを開発し、戦後の被災地の復興プロセスにおける知識構築を支援するための分析的枠組みを開発するための数値的な根拠を得る。また、ウクライナ経済の構造的特徴に焦点を当てたモデリングプロジェクトを支援するため、このデータベースを国際的な学術コミュニティに提供する。本稿の例示的演習から示されるように、経済に対する外生的ショックの広がりを良く理解するためには、部門間および地域間のつながりの構造を理解することが不可欠である。
