EU regional development policy and territorial capital: A systemic approach

Abstract

The territorial capital of regions is an important determinant of growth, but also of the impact of EU Cohesion Policy. First, because it can act as a filter, enhancing the impact of regional policies. Second, the latter can help building territorial capital which, in turn, will foster regional development. This work analyses the medium and long‐run relationship between the territorial capital of EU NUTS 3 regions and Cohesion Policy using data from the programming period 2000–2006. Results point out complementarities between different territorial assets of regions and the impact of EU regional policy: Cohesion Policy effectiveness is higher when investments are focused on the assets complementary to those already abundant in the region. El capital territorial de las regiones es un determinante importante del crecimiento, pero también del impacto de la política de cohesión de la UE. En primer lugar, debido a que puede actuar como filtro, aumentando el impacto de las políticas regionales. En segundo lugar, esto último puede ayudar a al incremento del capital territorial que, a su vez, fomentará el desarrollo regional. Este trabajo analiza la relación a medio y largo plazo entre el capital territorial de las regiones NUTS 3 de la UE y la política de cohesión mediante el uso de datos del período de programación 2000–2006. Los resultados ponen de manifiesto las complementariedades entre los diferentes recursos territoriales de las regiones y el impacto de la política regional de la UE: la eficacia de la política de cohesión es mayor cuando las inversiones se centran en los recursos complementarios a los que ya abundan en la región. 各地域の第一都市 (territorial capital)は、成長の重要な決定因子であるが、欧州連合の結束政策のインパクトの重要な決定因子でもある。第一に、第一都市は、地方政策のインパクトを増強させるフィルターとして昨日しているからである。第二に、後者は第一都市の建設を助け、そして地域の発展を醸成する。本稿では、結束政策プログラムが実施された2000年~2006年期のデータを用いて、EU NUTS3の地域と結束政策の中期的および長期的な関連性を分析する。結果から、地域的アセットが異なる地域間に相互補完性があることと、欧州連合の地域政策のインパクト、すなわちすでにアセットが豊富な地域へのアセットの補完に投資が集中する場合に、結束政策の効果が高くなるということが指摘される。
