Towards a much-needed reform of EU fiscal rules: the European Commission’s proposals

Abstract

In view of the consensus among economists concerning the need to overhaul the EU governance framework, the European Commission has taken advantage of the suspension of fiscal rules to reflect upon proposals for reform. Following its proposal of November 2022, on 26 April 2023, the Commission published legislative proposals that could come into force in early 2024, once they have been agreed with stakeholders. The main objective is to ensure public debt sustainability while preserving conditions for macroeconomic stabilisation. The Commission’s goal is to provide the EU with straightforward, easy-to-understand and effective mechanisms based around differentiated and economically-relevant recommendations. The success of the system will depend on national ownership and on effective coordination of macro-fiscal and monetary policies conducive to growth and investment. This article analyses the trade-offs the Commission has had to make and the areas it has chosen not to address. Devant le consensus des économistes sur le besoin de faire évoluer le cadre de gouvernance de l’Union européenne (UE), la Commission européenne a profité de la suspension des règles budgétaires pour réfléchir à un projet de réforme. Suite à sa proposition de novembre 2022, la Commission a publié le 26 avril 2023 des projets de textes législatifs qui pourraient entrer en vigueur début 2024, après accord avec les parties prenantes. L’objectif principal est de garantir la soutenabilité des dettes publiques tout en préservant la possibilité de stabilisation macroéconomique. La Commission a pour ambition de doter l’UE de mécanismes simples, compréhensibles de tous et efficaces grâce à des recommandations différenciées et économiquement pertinentes. La réussite du système repose sur son appropriation par les États membres et sur une bonne coordination des politiques macrobudgétaires et monétaire, favorables à la croissance et à l’investissement. Cet article analyse les arbitrages que la Commission a dû faire et les domaines qu’elle a choisi de ne pas aborder.
