The conversion of office real estate into residential real estate: trends following Covid-19 and the surge in teleworking

Abstract

The real estate market is comprised of two segments: the residential market, which enables households to find dwellings, and the commercial market, targeted at businesses and investment funds, which supplies offices and commercial premises for productive purposes. The repurposing of buildings creates porosity between the two market segments and can cause them to share similar dynamics. Recently, the acceleration in teleworking has led to a decline in demand for office space. By quantifying the mechanisms behind office conversions – and their determinants – it is possible to forecast the potential impact this will have on the residential real estate market through the adjustment of building supply. In France, office to housing conversions remain very limited. However, a desynchronisation of trends in residential and commercial real estate, coupled with changes to administrative constraints, could lead this situation to evolve. Le marché immobilier est composé de deux segments : le marché résidentiel, qui permet aux ménages de trouver un logement, et le marché commercial, qui s’adresse aux entreprises et fonds d’investissement, et qui permet de fournir des bureaux et locaux commerciaux dans un objectif de production. Le changement de destination des bâtiments entraîne une porosité entre les deux segments et peut être à l’origine de dynamiques communes. Récemment, l’accélération du recours au télétravail a entraîné une baisse de la demande de surface de bureaux. La quantification des mécanismes de conversion des bureaux – ainsi que leurs déterminants – permet alors d’anticiper les potentiels effets sur l’immobilier résidentiel, par l’ajustement de l’offre foncière. Il apparaît qu’en France la conversion reste un phénomène très limité. Cependant, une désynchronisation des dynamiques de l’immobilier résidentiel et professionnel, ainsi qu’une évolution des contraintes administratives, pourraient faire évoluer ce constat.
