Access to cash remains first-rate in France

Abstract

Structurally, access to cash in metropolitan France is very satisfactory. There has been a modest reduction in the number of bank managed automated teller machines (ATMs) since 2018 but this streamlining of cash facilities has not compromised accessibility. This reduction is concentrated in the best equipped municipalities and is also offset by the significant development of certain banking network cash dispensers placed in partner retail outlets. A range of initiatives proposed by cash industry players to facilitate or improve cash distribution services are planned or are underway. The French public authorities also support these initiatives insofar as they are likely to maintain a good level of access to cash across the country. L’accès aux espèces en France métropolitaine est structurellement très satisfaisant. Le nombre de distributeurs automatiques de billets (DAB) dépendant des banques est certes en repli modéré depuis 2018. Toutefois, cette rationalisation du parc se fait sans détérioration de l’accessibilité. Concentrée dans les communes les mieux équipées, cette baisse est par ailleurs compensée par le développement important des points de retrait d’espèces chez les commerçants partenaires de certains réseaux bancaires. Différentes initiatives sont en cours ou en projet, proposées par les acteurs de la place fiduciaire, pour faciliter ou améliorer le service de la distribution d’espèces. Les pouvoirs publics soutiennent ces initiatives dans la mesure où elles sont de nature à préserver un bon niveau d’accès aux espèces sur l’ensemble du territoire.
