Biodiversity loss and financial stability: a new frontier for central banks and financial supervisors?

Abstract

Central banks (in particular the Banque de France and the European Central Bank) have played a leading role in taking into account the economic and financial issues of climate change. In addition to climate-related issues, the scientific community is also sounding the alarm about the impact of human activities on biodiversity and is speaking of a dangerous and accelerating decline. The losses of ecosystem services resulting from this collapse and the socio-economic changes required in response could generate major economic and financial risks. However, less headway has been made in understanding these risks than in the case of climate change. A framework and methodology therefore need to be established to analyse the risks associated with biodiversity loss. Recent studies estimating the financial system’s dependencies on ecosystem services and its biodiversity footprint are first steps in this direction. However, new conceptual and methodological approaches are still needed. Les banques centrales (en particulier la Banque de France et la Banque centrale européenne) ont joué un rôle de premier plan dans la prise en compte des enjeux économiques et financiers du changement climatique. Au-delà du climat, la communauté scientifique alerte également sur l’impact des activités humaines sur la biodiversité et parle d’un déclin dangereux qui s’accélère. Les pertes de services écosystémiques qui résultent de cet effondrement et les transformations socio-economiques pour y répondre pourraient engendrer des risques économiques et financiers importants. La connaissance de ces risques reste cependant bien moins avancée que dans le cas du changement climatique. Il convient donc de spécifier le cadre et la méthodologie d’analyse des risques liés à la perte de biodiversité. Des études récentes estimant les dépendances du système financier aux services écosystémiques et son empreinte sur la biodiversité constituent à ce titre des premières pistes. De nouvelles approches conceptuelles et méthodologiques restent néanmoins nécessaires.
