Managing peacekeeping communications

Abstract

The emergency deployment of military and policing personnel to Timor-Leste in May 2006 provides a number of lessons that can help guide agency responses to an emergency. This paper focuses on the role of the Australian Federal Police during this period and the way in which communications supported the operational response. This experience has shown that communications provide the foundation for all command, control and coordination efforts within and across response agencies. Based on this experience, it is recommended that agencies review their existing investment in communications and develop a communications plan for all emergency responses.
