Abstract

"The work studies the main features of the Calabria Regional Operational Programme (ROP) 2021-27, and the regional economic conditions in which it will be implemented. Calabria is affected by human capital depletion, due to migration, and an environment unfavourable to entrepreneurship. The analysis of the ROP 2021-2027 allows us to conclude that this programme does not address these two crucial questions, neither provides indications on the allocation of the public funding related to the ROP. On the other hand, these features fulfill the scope to maximize the discretionary power of the politicians in the allocation of the resources."
