Electronic Competence Passport - A Step Towards a New Generation of Quality Work Process

The article examines issues related to the change in the employment relationship caused by digitalization, the entry of artificial intelligence and their impact on the requirements for the level of competence of the worker or employee corresponding to the dynamics of the labor process. The e-transformation of the economy is a process that requires highly qualified staff, and this is a responsibility not only for educational institutions at different levels (primary, secondary and higher education) and the state, through its policies, but also for employers and workers and employees themselves. At the same time, the process of e-transformation of the business requires adaptation and change of the labour process, one of the aspects being to provide it with a reliable way of recruiting and retaining the quality of the workforce. In this context, the relevance of the topic of an e-competence passport is undeniable, both from a scientific and practical point of view. The aim of the paper is to examine some basic issues related to the need for the introduction of the concept of "electronic competence passport" in Bulgaria, by means of an analysis of relevant norms of the current Bulgarian legislation is justified the need to update the national framework by supplementing it with a new concept. In close correlation a model of electronic competence passport representing the ontogenesis of the competence profile of the person is proposed. Based on the analysis, conclusions are drawn and recommendations are made for improving the legal framework and the internal acts of employers. The study advocates the thesis of need for the introduction of an electronic competence passport as a step for the quality of the labor process in the conditions of digitalization.
