Abstract

1970’ler ve 1980’lerde yaşanan ekonomik krizler hantal üretim yapılarına sahip büyük firmaları önemli ölçüde etkilerken, küçük firmalar esnek üretim kabiliyetleri sayesinde bu krizlere hızlıca adapte olmuşlardır. Son yıllarda önemi iyice anlaşılan girişimciliğin, ekonomik büyümenin ve katma değer yaratımının temel tetikleyicisi olduğu tezi tüm çevrelerde kabul edilir hale gelmiştir. Hükümetler girişimcilik ekosistemini geliştirmek için çeşitli politikalar uygularlar. Maliye politikasının bir aracı olan teşvik politikası bu politikalardan birisidir. Bu çalışmada devletin sağladığı girişimcilik desteklerinin ve kişi başı tasarruf oranı, kişi başı vergi yükü gibi faktörlerin girişimcilik performansının önemli bir göstergesi olan yeni firma doğum oranını Türkiye 26 Düzey-2 Bölgesi bazında ne derece ve nasıl etkilediği ekonometrik bir yöntem olan kukla değişkenli sabit etkiler modeli ile analiz edilmiştir. Çalışmanın sonucuna göre TÜBİTAK TEYDEB destekleri ve bankalardaki kişi başı tasarruf mevduatı artışı girişimcilik ekosistemini olumlu etkilerken, bölgedeki istihdam oranının artması yeni kurulan girişim sayısının azalmasına yol açmaktadır.
