L’agriculture et l’agroalimentaire français à la recherche d’une compétitivité perdue

Abstract

La compétitivité de l’agriculture et de l’agroalimentaire européens est l’un des objectifs de la Politique agricole commune (PAC) depuis sa création en 1958. Cet objectif est réaffirmé dans les propositions de la commission pour la PAC après 2013. Pourtant, cette compétitivité s’est fragilisée au cours de la dernière décennie comme en témoigne l’évolution du déficit de la balance commerciale de l’Union à 27 qui est passé de 7 à 11 milliards d’euros entre 2000 et 2009. En France, la production agricole stagne depuis quinze ans, les gains de productivité s’essoufflent et les importations de produits agricoles et alimentaires progressent plus vite que les exportations.
