Abstract
Der Bundeshaushalt hat im Jahr 2023 mit 20,0 Prozent jeden fünften Euro für Zukunftsausgaben eingesetzt. Die Zukunftsausrichtung des Bundeshaushalts war zuvor in der Pandemie auf einen Wert von nur 18,2 Prozent abgesackt, hat sich seitdem jedoch wieder erholt. Zum Anstieg der Zukunftsausgaben seit 2021 haben die Sondervermögen wie der Klima- und Transformationsfonds (KTF) und der Fonds Digitale Infrastruktur beigetragen. Im KTF wurde 2023 eine Zukunftsquote von 65,8 Prozent erreicht, im Fonds Digitale Infrastruktur sogar in Höhe von 81,3 Prozent. Von 2022 auf 2023 war der Anteil der Zukunftsausgaben im Gesamthaushalt trotz der noch voll aktiven Sondervermögen jedoch wieder leicht rückläufig. Das seit 2018 gemessene Maximum lag im Jahr 2022 bei 20,4 Prozent. Dies sind zentrale Einsichten der vom ZEW vorgelegten Neuberechnungen der "Zukunftsquote", die vom ZEW-Förderkreis unterstütz worden ist. Die vom ZEW im Rahmen eines Projekts für das Bundesministerium für Bildung und Forschung konzipierte Zukunftsquote ist ein Kompass für die Zukunftsorientierung des Bundeshaushalts. Dieser Indikator klassifiziert und gewichtet alle Ausgabeposten des Bundeshaushalts nach ihrer Zukunftsorientierung. Dieses neue Maß überwindet die Unschärfen der klassischen Investitionsquote. Die reine Ausrichtung der Investitionsquote auf die Sachkapitalbildung übersieht, dass auch nicht-investive Ausgaben im Bereich Förderung von Human- und Naturkapital sowie technischem Wissen primär auf zukünftigen Nutzen ausgerichtet ist.
