Ein Budget mit Mehrwert für Europa: Prioritäten für den EU-Finanzrahmen 2021-2027

Abstract

Mit dem heutigen Sondergipfel beginnt die heiße Phase der Verhandlungen zum Mehrjährigen Finanzrahmen (MFR) der EU für die Jahre 2021-2027. Angesichts des bisherigen Verhandlungsverlaufs besteht die Gefahr, dass es nicht gelingt, den Haushalt nennenswert auf wirkliche europäische Aufgaben auszurichten. Eine neue klimapolitische Rhetorik könnte dabei für eine Fortsetzung hoher Transfers an Bauern und Regionen missbraucht werden, ohne dass diese Rhetorik mit ausreichenden ökologischen Gegenleistungen einhergeht. Dies ist die Schlussfolgerung einer ZEW-Expertise zu den MFR-Verhandlungen.
