Internalisierung externer Klimakosten im PKW-Verkehr in Deutschland

Abstract

Der Pkw-Verkehr trägt durch seine CO2-Emissionen in der Höhe von ca. 102 Mio.t/Jahr (Stand: 1997) zum Treibhauseffekt bei und ist damit der größte Verursacher externer Klimakosten im Verkehrssektor. Die externen Klimakosten des Pkw-Verkehrs ergeben sich aus der übermäßigen Nutzung des Umweltgutes Aufnahmefähigkeit der Atmosphäre für C02 und der Monetarisierung der möglichen Folgeschäden. Nach einer Studie des IWWI 1nfras (1999) betragen die Klimakosten des Verkehrs ca. 30-70 ECU/t CO2, berechnet mittels eines Vermeidungskostenansatzes. Die mit Hilfe der Schadenskostenansätze ermittelten Klimakosten variieren in einem Bereich von 0,05 bis zu 200 ECU/t CO2. Die externen Klimakosten müssen internalisiert, dem Pkw-Fahrer angerechnet werden, damit er seine CO2-Emissionen auf ein gesellschaftlich optimales Niveau reduziert. Zu diesem Zweck stehen dem Staat umweltpolitische Instrumente zur Verfügung, die hier unterschieden werden in weiche Instrumente wie Information und Aufklärung sowie freiwillige Selbstverpflichtungen und harte Instrumente differenziert in ordnungsrechtliche Maßnahmen (Verbrauchsgrenzwerte, Geschwindigkeits- oder Fahrbeschränkungen) und ökonomische Maßnahmen. ...
