EU-Osterweiterung und Kohäsionspolitik

Abstract

Neben der EU-Agrarpolitik ist es vor allem die EU-Kohäsionspolitik, die in ihrer derzeitigen Gestalt eine Osterweiterung kaum finanzierbar erscheinen läßt. Die Kohäsionspolitik hat das Ziel, regionale Entwicklungsunterschiede einzuebnen. Sie ist dabei mit der Gefahr behaftet, daß sie stattdessen Transferabhängigkeiten in den peripheren Regionen erzeugt. Die EU-Kohäsionspolitik hat derzeit eine vertikale Struktur. Interregionale Umverteilung wird über den Brüsseler Haushalt abgewickelt. Die Analyse zeigt, daß eine horizontal strukturierte Kohäsionspolitik gegenüber der vertikalen Organisationsform viele Vorteile hat: Das Entwicklungsziel wird erfolgversprechender angesteuert, die Gefahr der Transferabhängigkeit begrenzt und eine Osterweiterung der EU erleichtert. ; Besides EU agricultural policy, EU cohesion policy in its present shape is the main reason that an eastern enlargement poses almost insurmountable budgetary problems. Cohesion policy aims at reducing regional inequalities. There is always the risk that, instead, transfer dependency is created. Presently, EU cohesion policy has a vertical structure. Interregional redistribution is realized through Brussels' budget. The analysis shows that a horizontal structure has many advantages over the vertical organization: The aim of regional development has a better chance of being fulfilled, the danger of transfer dependency is limited, and an eastern enlargement of the EU is facilitated.
