Die Finanzen der Europäischen Gemeinschaft in einer subsidiären und solidarischen Währungsunion

Abstract

Durch den Maastrichter Vertrag soll Europa auf den Weg zu einer solidarischen und subsidiären Währungsunion gebracht werden. Nach einer Übersetzung dieser Begriffe in ökonomische Termini werden die Konsequenzen für die Fortentwicklung der EG-Finanzen untersucht. Es zeigt sich, daß das Korrespondenzprinzip der Föderalismustheorie dominierend sein sollte. Ein national umverteilendes EG-Budget ist kostspielig, weil es die Mitgliedsstaaten aus der Eigenverantwortung für ihre öffentlichen Finanzen entläßt. ; The Treaty of Maastricht is designed to bring Europe on the. road to monetary union under the guiding principles of solidarity and subsidiarity. After a translation of these ideas into economic terms, the implications for the further development of EC finances is analysed. It is shown that the principle of correspondence from the theory of fiscal federalism should dominate this process. An EC budget redistributing among nations is costly since it reduces the responsibility of member states for their public finances.
