Der Wandel der Erwerbsformen und der Beitrag der Hartz-Reformen: Berlin und die Bundesrepublik Deutschland im Vergleich
Abstract
Seit den 1980er Jahren wird der Wandel der Erwerbsformen in der Bundesrepublik Deutschland immer stärker sichtbar. Während die sozial abgesicherte, abhängige und unbefristete Vollzeiterwerbsform - das sog. Normalarbeitsverhältnis - seither leicht an Bedeutung verloren hat, zeigen sich bei den übrigen Erwerbsformen zum Teil hohe Zuwächse und eine zunehmende Differenzierung. Der vorliegende Beitrag untersucht den Wandel der Erwerbsformen zwischen 1985 und 2005 auf Basis von Mikrozensus-Daten und vergleicht die Entwicklung in der Bundesrepublik mit derjenigen in Berlin. Während in der Bundesrepublik sich beim Normalarbeitsverhältnis erst seit einigen Jahren ein etwas stärkerer Rückgang zeigt, hat sich in Berlin bei den Normalarbeitsverhältnissen seit Beginn der 1990er Jahre ein dramatischer Abbau vollzogen, der bis heute anhält. Dagegen weisen sowohl in Berlin als auch in der Bundesrepublik die übrigen Erwerbsformen, insbesondere die geringfügige Beschäftigung, die Teilzeit-Selbständigkeit und die Leiharbeit, hohe Zuwachsraten auf. -- Since the 1980s the changing structure of employment in the Federal Republic of Germany is increasingly visible. Whereas the socially secured, dependent and unlimited full time employment - the so called regular employment relationsship has since then gained high rates of increase and an increasing differentiation. On the basis of microcensus data this article examines the alteration of employment forms between 1985 and 2005 and compares the development in the Federal Republic of Germany with that of Berlin. Whereas in the Federal Republic a slightly stronger decrease of the regular employment relationship is indicated only since some years, in Berlin a dramatic decline of normal employment relationsship has taken place since the beginning of the 1990s, and still continues until today. Compared with that the other employment forms show large growth rates in the Federal Republic as well as in Berlin, in particular the marginal part-time work, the self employment in part-time and the temporary work.Download Info
