Tarifverträge und Tarifflucht in Bremen

Abstract

Auf den ersten Blick scheint sich die Tarifbindung im Land Bremen mit 55 Prozent der Beschäftigten etwa im gesamtdeutschen Durchschnitt zu bewegen. Bei den Betrieben liegt Bremen hingegen mit nur 17 Prozent Tarifbindung unter allen Bundesländern auf dem vorletzten Platz.Mit einem relativ großen Industriesektor, einer Vielzahl von Großunternehmen und einem relativ großem öffentlichen Dienst weist die Bremer Wirtschaft eine Reihe von Strukturmerkmalen auf, die eine höhere Tarifbindung eher begünstigen. Jenseits dieser Kernbereiche ist die Tarifbindung jedoch nur sehr schwach ausgeprägt. Im Rahmen dieser Studie werden die Entwicklung der Tarifbindung in Bremen und die Auswirkungen auf die Arbeits- und Entlohnungsbedingungen analysiert. Außerdem werden Ansatzpunkte zur Stärkung des Tarifvertragssystems in Bremen diskutiert.
