Soziale Selbstverwaltung in der Bürgerversicherung

Abstract

Die Bürgerversicherung wird als eine Reformoption für das deutsche System der Krankenversicherung diskutiert. In dieser Debatte ist die Frage nach den möglichen Folgen einer Reform für die Selbstverwaltung weitgehend ausgeblendet geblieben. Diese Frage stellt sich, da mit der Bürgerversicherung eine Neubestimmung des Versichertenkreises verbunden ist. Die Study diskutiert mögliche Konsequenzen eines Übergangs zur Bürgerversicherung für die soziale Selbstverwaltung und auch die gemeinsame Selbstverwaltung. Dabei wird insbesondere auf Folgen für die Legitimität der Selbstverwaltung eingegangen, sowohl unter dem Blickwinkel der In-put- wie der Output-Legitimität.
