Öffentliche Beschaffung von IT-Mitteln (PCs) unter Berücksichtigung sozialer Kriterien

Abstract

Mit einem jährlichen Beschaffungsvolumen von rund 20 Milliarden Euro an IT-Mitteln stellt die öffentliche Hand einen bedeutenden Marktfaktor dar, der für eine sozial verantwortliche Nachfrage genutzt werden sollte. Eine Beschaffung von tatsächlich (weitestgehend) unter Beachtung sozialer Standards hergestellten IT-Produkten (z. B. PCs) ist indessen nicht leicht zu realisieren, da die entsprechenden Wertschöpfungsketten überaus komplex sind und bis zuletzt in den verschiedensten Bereichen wiederholt erhebliche Verletzungen von Arbeits- und Menschenrechten, schlechte Arbeits- und Beschäftigungsbedingungen und Umweltbelastungen identifiziert wurden. Die Studie analysiert die Entwicklung der globalen Wertschöpfungsketten in der IT Branche und diskutiert Ansätze und Möglichkeiten für eine sozial verantwortliche Produktion und Beschaffung von IT-Mitteln.
