Fallstudie zur Wirkung der Ausgleichszulage im Altmarkkreis Salzwedel (Sachsen-Anhalt)

    Abstract

    Ziel dieser Fall studie ist, die Wirkung der Ausgleichszulage auf verschiedene Bereiche der Landwirtschaft und des ländlichen Raumes in einem 'typischen' benachteiligten Gebiet vertieft zu untersuchen. Die Region steht dabei stellvertretend für eine Ackerbauregion mit Roggenanbau auf leichten Böden in den neuen Bundesländern. Dazu wurden vorhandene Statistiken, relevante Literatur und die Daten des BMELV-Testbetriebsnetzes ausgewertet sowie Befragungen mit Landwirten und Experten durchgeführt. Anhand einer schriftlichen Befragung von Beratern aus strukturell ähnlichen Landkreisen wurde die Übertragbarkeit der Fallstudie geprüft und alle Ergebnisse anschließend auf einem Workshop mit den zuständigen Fachreferenten der Länder und des Bundes diskutiert. Insgesamt werden in der Fallregion alle Ziele der Ausgleichszulagenförderung erreicht. Obzwar die niedrigen Förderprämien die geringeren Einkommen der Betriebe selten komplett ausgleichen, erscheinen die Strukturen der Betriebe stabil. Gestiegene Erzeugerpreise für Getreide und die zunehmende Verbreitung von Biogasanlagen in der Region wirken der Gefahr einer Flächenaufgabe entgegen. Die Anpassungsreaktion bei Wegfall der Ausgleichszulage wäre eher eine Intensivierung der Produktion. Hierdurch kann ein zumindest ein indirekter Beitrag der Ausgleichszulage zum Erhalt des Landschaftsbildes und zu einer umweltfreundlichen Landbewirtschaftung abgeleitet werden. -- The aim of this case study was to further analyse the impact of the compensatory allowance in different fields of agricultural and rural development in a 'typical' less favoured area. The region represents an arable farming region with rye crops on light soils in the new German federal states. Available statistics, relevant literature and data obtained from the German Test Farm Network were analysed, and interviews held with farmers, experts and tourists. At a later date, a survey was conducted with agricultural consultants in structurally similar regions to verify the transferability of the case study results. Finally, results were presented and discussed in a workshop with experts on the state and federal level. Overall the objectives of the compensatory allowance for Less Favoured Areas were achieved in the case study region. Even though the low allowances only partially compensate for the observed lower income of the farms in the Altmark, the structures of the farms appear to be stable. Through the current higher producer prices for cereals and the increased distribution of biogas facilities in the region, there is no recognizable danger of fallows. Reaction to changes in the elimination of the compensatory allowance would rather be an increased production intensity. This shows at least an indirect contribution to maintaining the current landscape and to promoting environmentally-friendly farming.
