Abstract

Seit 1970 hat die Staatsverschuldung in Deutschland dramatisch zugenommen. Weder die Vorkehrungen zur Begrenzung der Staatsverschuldung im Grundgesetz noch der Europäische Stabilitäts- und Wachstumspakt haben den Anstieg der Verschuldung eindämmen können. Derzeit führt der konjunkturelle Aufschwung zu wachsenden Steuereinnahmen und sinkenden Defiziten. Aber von einer nachhaltigen Finanzierung des öffentlichen Sektors kann nach wie vor keine Rede sein. Welche Aussichten bestehen für eine Sanierung der Staatsfinanzen? Welche institutionellen Veränderungen wären erforderlich, um die Staatsverschuldung einzudämmen? Wird die Föderalismuskommission II derartige institutionelle Reformen erreichen? -- Since 1970 public debt in Germany has risen dramatically. The debt growth has neither been stopped by the constitutional deficit limit, nor by the European Stability and Growth Pact. At the moment, the cyclical upswing triggers increasing tax revenues and diminishing deficits. Yet this does not mean that fiscal fundament is sustainable. What are the chances for a structural consolidation of public finances? Which institutional reforms must be envisaged? Can these changes be accomplished in the planned second round of the reform of intergovernmental fiscal relations?
