Die gesetzliche Unfallversicherung im Systemvergleich

Abstract

Der Aufsatz beschreibt, auf welche Weise die gesetzliche Unfallversicherung nach der Reform von 2009 ihre Bewährungsprobe bestanden hat. Darüber hinaus wird geprüft, inwieweit sie dabei zum Vorbild für andere Sozialversicherungen, insbesondere die Rentenversicherung und der gesetzlichen Krankenversicherung, werden kann. Die überwiegend positive Entwicklung der gesetzlichen Unfallversicherung beruht vor allem darin, dass in den Entscheidungsgremien auf institutioneller Ebene die Fachfragen vor der politischen Diskussion rangieren und die Anreizmechanismen allokationseffizient gesteuert werden. So entsteht ein System, dass sowohl den Unternehmen, wie auch den Arbeitnehmern ein hohes Maß an Schutz, trotz international bestem Abschneiden in der Kostenhöhe, bietet. Durch die intensive Behandlung von Präventionsfragen in den Fortbildungen der zahlreichen Schulungshäuser entsteht darüber hinaus eine Kultur der Arbeitsplatzsorgfalt.
