Wettbewerb in den lokalen Fernmeldemärkten der USA

Abstract

Der vorliegende Beitrag behandelt zunächst die Frage, mit welchen Begründungen der US-amerikanische lokale Fernmeldenetz in der Vergangenheit vom Wettbewerb ausgenommen war. Anschließend wird untersucht, wie die Regulierungsmonopole durch technologische Entwicklungen aufgehoben werden. Zum herkömmlichen Telefonnetz bieten sich in den USA vier verschiedene Alternativen. Vor diesem Hintergrund wird im letzten Abschnitt der notwendige Übergang von einer technologiefixierten Regulierung zu einer Wettbewerbspolitik für die Telekommunikation diskutiert. Zum besseren Verständnis wird zunächst der lokale Fernmeldemarkt definiert.
