Langfristige Nutzeneinbußen durch das Umlageverfahren? Eine Anmerkung zu Bernd Raffelhüschens "Alterssicherung und Staatsverschuldung"

Abstract

In einem kürzlich in der Zeitschrift "Finanzarchiv" erschienenen Beitrag untersuchte B. Raffelhüschen, wie sich eine Volkswirtschaft an das Umlageverfahren anpaßt. Er verwendete dafür das Diamond-Generationen-Modell, welches er für seine Simulation geeignet spezifizierte und Daten der Bundesrepublik Deutschland annahm. Unter anderem ermittelte er, dass langfristig der Kapitalbestand (pro Kopf) und das für wirtschaftspolitische Fragen relevante Wohlfahrtsniveau der Bevölkerung zurückgehen. Hier wollen wir ansetzen und die Ergebnisse verallgemeinern. Es wird sich herausstellen, daß langfristig die Wohlfahrt nur wegen der gewählten Parameterkonstellation sinkt und selbst nach einer solchen Wahl (die wohl den Fakten entspricht) das Ergebnis eindeutig nur in einer geschlossenen Wirtschaft zutrifft. Insofern sehen wir diesen Beitrag als Erweiterung Raffelhüschens Artikel. Wir konzentrieren uns ausschließlich auf die langfristige Entwicklung der Wohlfahrt, denn die anderen Ergebnisse behalten, soweit wir sehen können, ihre Gültigkeit.
