Leistungsorientierte Besoldung von Hochschullehrern auf der Grundlage objektiv messbarer Kriterien

Abstract

Mit dem kürzlich verabschiedeten Gesetz zur Reform der Professorenbesoldung soll über eine leistungsorientierte Entlohnungsstruktur auf der Grundlage objektiv messbarer Kriterien eine Verbesserung der Effektivität und Qualität von Lehre und Forschung erreicht werden. Der vorliegende Beitrag beurteilt die Erfolgsaussichten dieser Reform aus vertragstheoretischer Sicht. Unter plausiblen Annahmen über die Messgenauigkeit der verfügbaren Erfolgsindikatoren sowie über die Opportunitätskosten eines Hochschullehrers wird gezeigt, dass die Reform Kosten und Fehlanreize für Professoren verursachen kann, die eine Realisierung der Zielvorgaben in Frage stellen. Als Alternative zu dieser Reform wird für einen weitgehenden Ausbau der bestehenden Anreizsysteme in Form individueller Leistungsbeurteilungen auf einem funktionsfähigen Markt für Hochschullehrer plädiert.
