Multivariate Nachhaltigkeitsziele regionaler Energieautarkie

Abstract

Von dem Konzept der regionalen Energieautarkie, also dem regionalen Ausbau und Nutzung erneuerbarer Energien, werden sich von externen Akteuren geringere Risiken der Energieversorgung, dezentralere Strukturen und mehr Energiedemokratie erhofft sowie ein verbesserter Umwelt-, Klima- und Ressourcenschutz. Regionale Akteure erwarten im Rahmen dieses Konzeptes vor allem die Steigerung der regionalen Wertschöpfung und einen Beitrag zur Regionalentwicklung. Eine Fokussierung der regionalen Akteure auf ökonomische Zielstellungen birgt aber die Gefahr, ökologische Nebenfolgen beim Ausbau und Nutzung EE außer Acht zu lassen. Weiterhin wird mit der Beschränkung des Konzeptes der regionalen Energieautarkie auf ökonomische und ökologische Aspekte die Chance vertan, auch soziale und institutionelle Nachhaltigkeitsziele umzusetzen. Dieser Beitrag stellt einen ganzheitlichen Nachhaltigkeitsansatz vor, der ökologische, ökonomische, soziale und institutionelle Zieldimensionen gleichberechtigt integriert und für das Konzept der regionalen Energieautarkie nutzbar macht. Dies bedeutet im Umkehrschluss, dass das Konzept der regionalen Energieautarkie dazu geeignet ist, Nachhaltigkeit auf regionaler Ebene integriert und ganzheitlich umzusetzen: ein bisher verkanntes Potential.
