Wege zu einer neuen oder aus der Dualität von GKV und PKV

Abstract

Im Mittelpunkt des Beitrags steht die künftige Absicherung des Krankheitsrisikos in privaten und gesetzlichen Krankenversicherungen in Deutschland. Vor dem Hintergrund des Gesetzes zur Stärkung des Wettbewerbes in der gesetzlichen Krankenversicherung (GKV-WSG) werden Möglichkeiten einer Privatisierung der GKV analysiert. Dabei steht eine genossenschaftliche Ausrichtung des Versicherungssystems im Vordergrund. Diese Entstaatlichung der GKV, die in Holland seit einiger Zeit verwirklicht ist, wird sorgfältig evaluiert. Ein privatwirtschaftlicher Rechtsrahmen am Beispiel der Genossenschaft steht am Ende mit seinen Nach- und Vorteilen zur Diskussion.
