Finanzierungsreform und Risikostrukturausgleich: Was bleibt vom Ausgleichsverfahren?

Abstract

Die Diskussion über eine Reform der Finanzierungsgrundlagen der ge-setzlichen Krankenversicherung (GKV) bezieht sich bislang vor allem auf verschiedene Modelle der Bürgerversicherung, Gesundheitsprämie etc. Statt ein weitere Variante dieser Modelle zu entwickeln, wird im vorliegen-den Beitrag der Reformbedarf im Gesundheitswesen für einzelne Reform-bausteine aufgezeigt, wobei jeder Baustein mit seinen Auswirkungen auf den Risikostrukturausgleich (RSA) diskutiert wird. Mit dieser neuen Per-spektive wird nicht nur die Frage beantwortet, welche Ausgleichstatbe-stände in den einzelnen Reformschritten verbleiben, sondern es wird auch aufgezeigt, welche Rolle der RSA als Ordnungsrahmen in einer neuen Anbieterpluralität und einer möglichen Teil-Kapitalbildung im Gesund-heitswesen spielen kann.
