Abstract

2013 yılının ortasında Hırvatistan'ın üyeliğe kabul edilecek olmasından sonra Avrupa Birliği'nin Batı Balkan ve Türkiye'ye doğru genişleme sürecinin, muhtemelen on yıl veya daha uzun bir süre kesintiye uğraması beklenmektedir. Avrupa Birliği, Balkan ülkelerinde çatışmaları olumlu yöne dönüştüren itici güç konumunda kalmayı nasıl güvence altına alabilir ve gittikçe daha önemli bir uluslararası aktör haline gelen Türkiye üzerindeki etkisinin azalmasını nasıl önleyebilir? Avrupa Birliği daha üyelik öncesinde aday ülkeleri AB'nin birçok politika alanlarıyla olabildiğince öyle bütünleştirmelidir ki, AB'nin genişleme politikasının istikrar sağlayıcı ve demokratikleştirici etkisi sürsün
