Deutschland und die nukleare Abschreckung: Zwischen Ächtung und Aufwertung von Atomwaffen

Abstract

Seit dem Ende des Ost-West-Konflikts waren die internationale Gemeinschaft und Europa nicht mehr so tief in der Frage gespalten, welche Rolle Atomwaffen in der Sicherheitspolitik spielen sollen. In den Vereinten Nationen (VN) wird darüber gestritten, ob Verhandlungen über einen nuklearen Verbotsvertrag aufgenommen werden sollen. Gleichzeitig haben die russische Aggression gegen die Ukraine und die damit verbundenen nuklearen Drohgebärden Moskaus eine neue Diskussion über die Aufwertung atomarer Abschreckung in der Nato ausgelöst. Beide Debatten sind für Berlin schwierig und unangenehm, weil sie den von Deutschland bevorzugten schrittweisen Ansatz in der Rüstungskontrolle unterminieren. Für Juli 2016 ist der Nato-Gipfel in Warschau geplant und im Laufe des Jahres soll sich eine Arbeitsgruppe zur nuklearen Abrüstung in Genf konstituieren. Angesichts dessen muss sich Berlin klar zur nuklearen Abschreckung positionieren, will es den Ausgang der Diskussion zu diesem Thema aktiv mitbestimmen. ( SWP-Aktuell)
