"Fuchsjagd" in Mazedonien: Die EU sollte Task Force Fox nicht übernehmen

Abstract

Der Vorschlag der spanischen Ratspräsidentschaft, die Europäische Union (EU) solle mit einer Übernahme der NATO-geführten Operation »Amber Fox« in Mazedonien die Einsatzfähigkeit der Europäischen Sicherheits- und Verteidigungspolitik (ESVP) unter Beweis stellen, ist in den Hauptstädten grundsätzlich auf Sympathie gestoßen. Viele EU-Staaten sehen in einem solchen Einsatz die Möglichkeit, die militärischen Handlungsabläufe der EU zu erproben. Mit einer Übernahme von »Amber Fox« würde die EU jedoch erhebliche operationelle Risiken eingehen, die einen Erfolg der vielleicht ersten ESVP-Operation ungewiß machen. Schwerer wiegt noch, daß die Task Force Fox in Mazedonien operationell schwer von Kosovo Force (KFOR) zu trennen ist. Folglich wäre bei einer Europäisierung der Mission eine Duplizierung von Kommandostrukturen und eine Verkomplizierung bereits eingespielter Abläufe unvermeidlich. Vor allem den EU-europäischen NATO-Staaten würden weitere Lasten aufgebürdet, die ihre Fähigkeit, Führungsaufgaben in anderen Regionen zu übernehmen, weiter einschränkten. (SWP-aktuell / SWP)
