Einigung auf ein Transpazifisches Freihandelsabkommen: TPP setzt europäische Handelspolitik unter Druck

Abstract

Nach fünf Jahren zäher Verhandlungen haben sich die Handelsminister von zwölf Pazifik-Anrainerstaaten, darunter die USA, Kanada und Japan, auf ein umfassendes Freihandelsabkommen (Trans-Pacific Partnership, TPP) geeinigt. Ob und wann es in Kraft treten kann, wird vor allem vom Ratifizierungsprozess im US-Kongress abhängen. Sollte es gelingen, entstünde die größte Freihandelszone der Welt. TPP ermöglicht nicht nur einen nahezu zollfreien Warenhandel und weitreichende Marktöffnungen bei Landwirtschaft und Dienstleistungen, sondern setzt für Handel und Investitionen auch verbindliche Mindeststandards. Verlierer sind die nicht beteiligten Drittstaaten, vor allem die Schwergewichte EU und China. Sie geraten handelspolitisch in die Defensive. (SWP-Aktuell)
