Gescheiterte Transformation im Jemen: Der gewaltsame Vorstoß der Huthi-Bewegung und die Fragmentierung des Staates

Abstract

Am 22. Januar 2015 trat Jemens Präsident mitsamt seiner Regierung zurück. Die politische Führung demonstrierte damit ihre Machtlosigkeit, der 2011 eingeleitete Transformationsprozess ist gescheitert. Die Bewegung der Huthis, eine Rebellengruppe aus dem Nordjemen, hat die Kontrolle über staatliche Einrichtungen gewaltsam an sich gerissen. Widerstand gegen die Huthis, die die im Verfassungsentwurf vom Januar 2015 vorgesehene föderale Aufteilung des Landes ablehnen, hat sich insbesondere im Zentral- und Südjemen formiert, Al-Qaida auf der Arabischen Halbinsel (AQAP) droht zu erstarken. Deutschland und seine europäischen Partner sollten alle Konfliktparteien dazu drängen, eine politische Lösung zu finden, um einer weiteren Fragmentierung des Staates entgegenzuwirken und ein Fortschreiten der Gewalteskalation zu verhindern.
