Neue "Machtminister" in Moskau: Erste wichtige Personalveränderungen Putins

Abstract

Am 28. März 2001 ernannte Rußlands Präsident Wladimir Putin zwei neue Minister: Sergej Iwanow (Verteidigung) und Boris Gryslow (Inneres), sowie deren Stellvertreter. Eine bedeutsame Maßnahme. 1994 hatte sich der damalige Präsident Boris Jelzin neben dem Außenministerium die drei in Rußland so genannten »Machtministerien« direkt unterstellt: die Ministerien der Verteidigung und des Innern sowie den Föderalen Dienst für Sicherheit (= Inlandsgeheimdienst FSB). Später unterstellte sich Jelzin zusätzlich das Ministerium für Angelegenheiten der Zivilverteidigung und Ausnahmesituationen sowie die Föderalen Dienste für Auslandsaufklärung (= Auslandsspionage), für den Schutz Rußlands (vor allem Präsidentenschutz) und den Schutz der Grenzen (= Grenzschutztruppen). Durch die Herauslösung dieser Exekutivorgane aus der Premierunterstellung wurde die Regierung praktisch auf den Status eines Wirtschafts- und Verwaltungskabinetts reduziert. Die aktuellen Neuernennungen lassen die Entschlossenheit Putins erkennen, die schwierige Militärreform durchzuführen. Zugleich demilitarisiert er die Leitung der beiden wichtigsten »Machtministerien« und verschiebt das sicherheitspolitische Machtzentrum vom Sicherheitsrat zum Verteidigungsministerium.
