Organisierte Kriminalität in der "2030-Agenda für Nachhaltige Entwicklung": Indikatoren und Maßnahmen für die internationale und nationale Umsetzung

Abstract

Ende September 2015 werden die Staats- und Regierungschefs und -chefinnen der Mitgliedstaaten der Vereinten Nationen (VN) die »2030-Agenda« beschließen. Sie wird 17 Ziele für eine globale nachhaltige Entwicklung enthalten. Im Vorfeld war besonders um das Ziel zu Frieden, Recht und Governance (SDG 16) intensiv gerungen worden. Die Umsetzung der in SDG 16 verankerten Unterziele ist für den Erfolg der Agenda insgesamt von zentraler Bedeutung. Das gilt besonders auch für die Eindämmung der Organisierten Kriminalität (OK). Die in einem eigenen Unterziel angestrebte Reduzierung illegaler Finanz- und Waffenströme, Rückführung gestohlener Vermögenswerte und Bekämpfung aller Formen von OK sind ein wichtiger Beitrag zur Beseitigung von Entwicklungshindernissen. Doch solche Zielvorgaben entfalten vor allem dann Wirkung, wenn ihre Umsetzung mittels überzeugender Indikatoren überprüft wird. (SWP-Aktuell)
