Globale Chemikalien-Governance nach 2020: Am Anfang der Reformdebatte

Abstract

Ende September beginnt die 4. Internationale Konferenz zum Chemikalienmanagement (ICCM4) in Genf. Sie bietet Gelegenheit, den notwendigen Prozess einer institutionellen Neugestaltung der globalen Chemikalien-Governance nach 2020 einzuleiten. Denn 2020 läuft das Mandat des 2006 ins Leben gerufenen Strategischen Ansatzes zum Internationalen Chemikalienmanagement (SAICM) aus. Mit SAICM sollte ein Steuerungszentrum auf übergeordneter Ebene entstehen, das die existierenden Institutionen besser verzahnt. Dies ist aber nur begrenzt gelungen, vor allem weil SAICM die nötigen Mittel fehlen. Immerhin hat es sich als offenes Forum bewährt, in dem staatliche und nichtstaatliche Teilnehmer gemeinsam über neue Herausforderungen im Chemikalienbereich debattieren. Diese Offenheit gilt es beizubehalten und eine Nachfolge-Institution zu entwerfen, die thematisch flexibel angelegt und hinreichend finanziert ist, damit sie zielsicher bestehende Lücken im Regulierungsgefüge schließen kann.
