Abstract

Der »Gemeinsame umfassende Aktionsplan« (Joint Comprehensive Plan of Action, JCPOA), auf den sich die E3/EU+3 und die Islamische Republik im Juli 2015 einigten, stieß in Iran auf geteiltes Echo: Während eine Mehrzahl in der Öffentlichkeit die Vereinbarung befürwortete, hielten die Gegnerinnen und Gegner der Nuklearverhandlungen an ihrer grundsätzlichen Ablehnung fest. Mit der Übereinkunft haben sich die moderaten außenpolitischen Kräfte des Landes gegen ihre Widersacher durchgesetzt. Der neue Fokus der Regierung wird derweil nicht auf politischer, sondern auf wirtschaftlicher Liberalisierung liegen. Zugleich dürften Präsident Rohanis Kontrahenten versuchen, ihre außenpolitische Niederlage innenpolitisch wieder wettzumachen. Leidtragende könnten vor allem politische Aktivistinnen und Aktivisten, Kulturschaffende und Bildungsträger/innen sein. Deutschland sollte seine Sonderrolle in der Joint Commission dazu nutzen, ein Scheitern der Übereinkunft zu verhindern und durch Bildungs- und Kulturkooperationen die gesellschaftspolitische Sphäre Irans zu stärken.
