Der Lagerkomplex al-Haul in Syrien: Syrisch-kurdische Hafteinrichtungen als Rekrutierungspool für IS-Terroristen

Abstract

Im Osten Syriens haben die syrischen Kurden seit 2016 ein Konglomerat von Gefängnissen und Internierungslagern aufgebaut. Darin halten sich über 90 000 Per­sonen auf, die aus dem IS-Gebiet geflohen sind, unter ihnen etwa 11 000 ehemalige IS-Kämpfer und zehntausende Familienangehörige. Diese Einrichtungen bilden derzeit den weitaus größten Rekrutierungspool für den 'Islamischen Staat' weltweit. Der Teil­rückzug der USA seit 2019, die Intervention der Türkei und Geländegewinne der Truppen des syrischen Regimes setzen die Kurden unter Druck und gefährden die Sicherheit der Hafteinrichtungen. Außerdem erstarkt der IS im Irak ebenso wie in Syrien. Befreiungsversuche und vielleicht sogar größere Ausbrüche dürften nur noch eine Frage der Zeit sein. Viele Entflohene werden sich wieder ihrer Organisation anschließen. Europäische Staaten können immer noch dazu beitragen, das Problem zu mindern, indem sie ihre Staatsbürger aus den Lagern zurückholen
