Nach dem Brexit: Eine neue Debatte über Erweiterung und Vertiefung der EU

Abstract

Der Austritt des Vereinigten Königreichs (VK) und die Aussicht, dass ein unabhängiges Schottland in die EU strebt, werfen für die EU grundsätzliche Fragen zu ihrer künftigen Größe und Geographie sowie ihrer inneren Verfasstheit auf. Traditionell hängt die deutsche Europapolitik der Auffassung an, dass Erweiterung und Vertiefung zwei Seiten einer Medaille sind. In der Brüsseler Wirklichkeit jedoch konnten die Integrationsfortschritte mit dem Tempo der Erweiterung nach Osten nicht Schritt halten. Seit dem mit Ach und Krach zustande gekommenen Vertrag von Lissabon 2009 schwebt über jeder tiefgreifenden Reform und besonders einer Vertragsrevision das Damoklesschwert der Einstimmigkeit und damit des Scheiterns. Die Schottlandfrage kann die Erweiterungspolitik aus ihrem Halbschlaf wecken und die EU anspornen, sich durch innere Reformen nicht nur für ein neues 28. Mitglied, sondern eine EU-34 zu rüsten.
