Deutscher OSZE-Vorsitz 2016: Strategische Herausforderungen

Abstract

In der schwersten Sicherheitskrise Europas seit Ende des Kalten Krieges hat Deutschland mit dem OSZE-Vorsitz im Jahr 2016 weitere Verantwortung übernommen. Als Mitglied des Normandie-Formats trug die Bundesrepublik schon maßgeblich dazu bei, den Waffenstillstand von Minsk zu vermitteln. Nun führt sie auch jene Organisation, die die Waffenruhe im Donbas überwacht und die Umsetzung politischer wie militärischer Vereinbarungen vorantreibt. Jenseits des regionalen Krisenmanagements wird es darum gehen, die Gefahr einer dauerhaften politisch-militärischen Konfrontation in Europa abzuwenden. Dafür ist die OSZE als einzige inklusive Dialogplattform in Europa besonders geeignet, steht sie doch für eine umfassende Sicherheitskooperation und gemeinsame Normen. Deutschland wird diesen Anspruch zur Richtschnur seines Handelns machen und die Erneuerung des gesamteuropäischen Sicherheitsdialogs fördern. Trotz seines gewachsenen politischen Gewichts wird es dies jedoch nicht allein bewältigen können; es bleibt auf die Kooperation mit den Partnern in OSZE, EU und Nato angewiesen. (SWP-Aktuell)
