Keine Abrüstungseuphorie: Pragmatismus wird die US-Nuklearwaffenpolitik in Obamas zweiter Amtszeit prägen

Abstract

Die deutsche Bundesregierung erklärte unmittelbar nach der Wiederwahl Barack Obamas, sie hoffe auf weitere Initiativen der USA zur nuklearen Abrüstung. Deutschland sollte indes keine zu großen Erwartungen hegen, denn der politische Gestaltungsspielraum der USA ist eng. Die USA wollen zwar die nukleare Abrüstung voranbringen, um das nukleare Nichtverbreitungsregime zu stärken. Gleichzeitig jedoch hat Präsident Obama Investitionen angekündigt, mit denen das US-Kernwaffenarsenal erhalten und die Trägersysteme modernisiert werden sollen. Außerdem soll die Entwicklung konventioneller Waffensysteme fortgesetzt und so eine Alternative zur Abschreckung und Rückversicherung mit nuklearen Mitteln geschaffen werden. All dies erschwert weitere Abrüstungsschritte mit Russland
