Von Sankt Petersburg nach Weimar: Vor dem zweiten deutsch-russischen Dialog der Zivilgesellschaften

Abstract

Parallel zu den fünften deutsch-russischen Regierungskonsultationen auf höchster Ebene, die vom 8. bis 10. April 2002 in Weimar vorgesehen sind, findet zum zweiten Mal der »Petersburger Dialog« statt. Es handelt sich um ein Forum, das auf eine gemeinsame Initiative von Bundeskanzler Schröder und Präsident Putin im April 2001 in der NewaStadt installiert wurde und wichtige Repräsentanten aus allen Sparten der Zivilgesellschaft beider Staaten zu Kontakten und freimütigen Gesprächen zusammenführen soll. In diesem Zusammenhang spricht die Bundesregierung von einer zweiten Säule in den deutsch-russischen Beziehungen und gibt damit hinreichend Anlaß zu fragen, ob der Petersburger Dialog diesem Anspruch bereits gerecht wird. Ein Blick auf den Entwicklungsweg »von Petersburg nach Weimar« zeigt: Der Petersburger Dialog befindet sich nach wie vor in der Aufbauphase und es bedarf noch einer Reihe von Impulsen, damit er zu einem tragenden Pfeiler im bilateralen Verhältnis werden kann.
